Resources for Caregivers - Medicaid Medicaid The Medicaid Program provides comprehensive health care coverage for many low-income individuals. Grandparents and grandchildren with low income and resources may be eligible for Medicaid. Grandparents do not need a legal relationship, like legal custody or legal guardianship in order to apply for Medicaid for their grandchildren. The income and resources of grandparents are not considered if only the grandchild is applying for medical assistance. Children who are in foster care and receive adoption subsidies also receive Medicaid. Applications for Medicaid can be made at the nearest Medicaid Office. Grandparents who believe they were incorrectly denied assistance can appeal by carefully reading the denial notice and requesting a fair hearing. Most states, like New York, provide medical coverage at little or no cost for children who do not qualify for Medicaid. New York State’s program is called the Child Health Plus Program. The income and resources of the grandparents are usually not counted under these programs. To find out more about the New York State Child Health Plus Program, call 1-800-522-5006.
